is it correct?

Today is last day to submit form of JPANS to apply and participate SSL for those do not have job this time. I ask my friend, should i sent the form due to today is last day. My friend said that, just sent it. I think i should sent it too, if that is my fate, i will got it soon..InsyaALLAH..:) I got a problem, i dont know what to do..should I sent by hand or post?
